Who says secondhand needs be just shopping? Free entertainment supplied for the university at Penn State allows for some high quality activities without the cost of travel or admission! Arts Fest features many works of public art like Chalk drawings and sand sculptures - (in addition to some PRICEY art vendors; which I perused like galleries but made no purchases).
